I don't recall seeing an Eastern-style dragon in the game, or a wyvern (difference between Western dragons and wyversn?), so that rules out Chinese dragon artifacts. Something typically from medieval European culture... maybe it could harness the energy of Western dragon-based or inspired artifacts?
The idea is that you have to know the Shouts (as in correct words and pronunciations) to utilize them; I highly doubt the Average Joe who stumbled across the Helmet would know the actual words to may Shouts outside of Unrelenting Force and maybe Whirlwind Sprint. Also, there is no "built-in" cooldown so a person could conceivably utter multiple shouts in rapid succession; however, uttering too many Shouts in rapid succession without any respite will greatly strain ones respiratory system. The intensity of the Shout (in other words the number of words uttered) directly affects the amount strain experienced by such rapid-fire yelling: a person could utter a score of one-word Whirlwind Sprints in rapid succession before feeling any discomfort (though only moving a few yards at a time) while the same person uttering 4 or five three-word Unrelenting Forces in rapid succession would threaten shredding their vocal chords.
Of course, even if they person should destroy their speaking capabilities, they would still be left with increased physical capacity, resistance to extreme cold, and great fighting prowess.
The Dragon Callers could still be used, provided the target fits the monicker of "great beast". As for fan Shouts, it would be like randomly mixing chemicals you know can be safely mixed together in particular ways but you don't know how or why: chances are any attempt at a new mixture will just blow up in your face (probably literally).
I'm probably going to resend some of this once I finally get the next story bit out (yes I have been working on it, I just got really distracted from this stuff over the past year) as it breaks down Azletar's creation. But I do see where he and others are coming from and will try to address them.
Also, I just had a thought while re-reading the story. You know how in some chapters, the Legend Artifacts display an alarming amount of semi-sentience? I was thinking that Azzy's creation burns most of that off, so they're not just randomly firing off their effects or wandering off.
I was thinking that they would keep their "spunk", they just wouldn't act out much, if at all (along with almost every other Warehouse artifact), because they know "Big Brother Azzy" is always watching.
Actually that's part of the nerfing: Azzy doesn't really have total control over the artifacts outside of the Convention Aisle aside from Tubman's thimble, and that's just because Azzy uses it so often to look human.
Yeah I saw that. Draco seems to be thinking of control like what Paracelsus did when usurped control. The closest Azletar does to that is being able to subdue the artifacts within the Warehouse. Otherwise he is just able to channel and control the effects of any artifact within the Warehouse, which he only has universal control over while within the Warehouse proper; outside of the Warehouse, Azzy must dedicate much more focus to the channel and thus is limited to utilizing maybe 5 artifacts at a time.
I still don't like it. Being created specificly from the power of artifacts that are fueled by belief, it doesn't make sense to have him connected to all of them. Even Paracelsus and Mrs F couldn't channel or subdue artifacts, only the Warehouse itself. And even that was more of a guidance rather than control. Even when Parry tried to control the Warehouse fully it nearly collapsed. Giving anything that level of omnipotence, however nerfed it may end up being, is still too powerful.
