Origins

Neil Patrick Harris (born June 15, 1973) is an American actor, singer, director, producer and magician. He is best known for the title role in Doogie Howser, M.D., the womanizing Barney Stinson in How I Met Your Mother, a fictionalized version of himself in the Harold & Kumar series, and the title role in Joss Whedon's musical web series Dr. Horrible's Sing-Along Blog.

Harris was named as one of Time magazine's 100 most influential people in 2010, and was awarded a star on the Hollywood Walk of Fame in September 2011.

Harris has portrayed many characters that have sung and have the ability to control others with their song in television. Two of his most notable roles that influenced this artifact are the Music Meister from the Batman: The Brave and the Bold, Dr. Blowhole from The Penguins of Madagascar, and several other roles.

Effects

Created from Harris' many roles as a fictional character with the ability of musical "mind control" (musical neuro-linguistic programming). When sung into, everyone inside radius of singer's location (i.e. if in the Warehouse, the entire Warehouse is the radius because it isn't in a city. If in, say, Panama City, FL, everyone in that city but no farther) can only sing the song the microphone's user sings. When that song is over, everyone affected sings everything they say, but not an actual song. Microphone also greatly improves user's voice.

Downside - Those affected uncontrollably sing and dance under the user's command until the song is over. User becomes obsessed with controlling the world with their song.

Note: Can only be neutralized by either a high pitch (like from the Goblet of Severan and the Supersonic Cymbals), or a better singer than the microphone's user singing into the microphone.
